I'm a St Paul native, and I've been designing websites since 1999 (albeit horribly in the beginning) but I'm self taught and still learning every day! I live and work in Maplewood.  I'm fairly new to PHP but I've been using many open source web dev tools such as Etomite CMS, Joomla (just learning) and many others. One thing I do not skimp on is quality. Just because it's free doesn't mean it's the best--it better be good for my clients!
